LAFCO prepares municipal service reviews every five years as needed in association with updating local agencies’ spheres of influence. The intent of municipal service review is to inform LAFCO with regard to understanding the availability and sufficiency of governmental services provided within their respective jurisdictions prior to making sphere of influence determinations. Municipal service reviews vary in scope and can focus on a particular agency, service, or geographic region. Municipal service reviews may also lead LAFCO to take other actions under its authority, such as initiating a reorganization involving two or more public agencies.
